Dear Mr. Harrington,
I have the honour to tram transmit to you herewith the Certificate requested by the British Authorities at Hongkong in connection with a consignment of 7 packages of French pneumatic tyres for the firm of Levy Hermanos at Manila.
You have also been good enough to advise me that the same formality is necessary for the firm of Emile Levy Blum in connection with 6 cases of French pharmaceutical products.
The precautions taken by the British Authorities at Hongkong are perfectly correct, but I wish to call your attention to the fact that similar French goods (pharmaceutical products) have reached German firms at Manila during the last three months
add it does not appear that any similar certificate was demanded
from them.
The result of this position is therefore that German
firms are receiving their goods without delay and that French firms find themselves thereby handi capped against their competitors
I would accordingly be obliged to you if you would be so
good as to suggest to the British Authorities at Hongkong that they
should impose on enemy firms a treatment at least equal to that
imposed on French firms.
The Germans firms which receive French goods (pharmaceu-
-tical products and perfumes, mix mineral waters) are the
following: Stahl and Runcker, Siegert-Sibrand. It would seem that
there might be added to then the firm of Santos-Jahrling, which as
you know, must be regarded as suspect,
